Open for Public Written Comment—Hagley Oval

To Provide for the Operation and Use of Hagley Oval: Proposal to Exercise the Power Under Section 71 of the Greater Christchurch Regeneration Act 2016 to Amend the Christchurch District Plan

The Proposal applies to Hagley Oval located at South Hagley Park, 57 Riccarton Avenue, Christchurch.

The proponent is Regenerate Christchurch.

Pursuant to section 68 of the Greater Christchurch Regeneration Act 2016 (“GCR Act”) the Associate Minister for Greater Christchurch Regeneration, invites written comments on the Proposal to exercise her power under section 71 of the GCR Act to amend rules in Chapter 6.3 – Outdoor Lighting, Chapter 9 – Natural and Cultural Heritage and Chapter 18 – Open Space of the Christchurch District Plan.

The proposed changes to the rules in the Christchurch District Plan would replace the need for Canterbury Cricket Trust to make any future application for resource consent in respect of those rules covered by the Proposal.

The rules in the section 71 Proposal would permit:

  • Six permanent lightpoles for Hagley Oval:
    • up to 48.9 metres with the maximum number of luminaires limited to 550.
    • with floodlight headframes with a maximum horizontal dimension of 14.3 metres.
    • located within the “Floodlight perimeter” area shown in the Hagley Oval Layout Plan.
  • Hagley Oval to be used a maximum of 20 event days per year with over 2,000 spectators, with five events a year allowed to exceed 12,000 spectators.
    • An additional five days provided per year for International Cricket Council events if these occur.
  • Use of temporary facilities and structures (e.g. television and seating stands):
    • limited to 60 event days per year (although paid access to Hagley Oval must not exceed 40 days per year) and a maximum of 75 event days a year when International Cricket Council events are scheduled and no more than 15 consecutive days.
  • Events occurring between 7am–11pm (Monday to Sunday), except seven televised events per year which may extend to midnight.

On the condition that:

  • All activities are undertaken in accordance with approved (by the Christchurch City Council) operations management plan, events management plan and Hagley Oval Pavilion management plan.
  • All noise (including PA system and amplified music) meets the existing Christchurch District Plan noise provisions.

The Canterbury Cricket Trust is authorised through a 2013 resource consent and subsequent variation to undertake activities on Hagley Oval. Differences between the activities authorised by the resource consent and the proposed changes to the District Plan are set out in the full Proposal.

The full Proposal may be inspected on the Department of the Prime Minister and Cabinet’s website at www.dpmc.govt.nz/hagley-oval and copies are available for inspection at Christchurch City Council service centres and libraries, and the main office of Selwyn and Waimakariri District Councils from Thursday 17 October 2019, during normal business hours.

Written comment on the Proposal may be made to the Greater Christchurch Group of the Department of the Prime Minister and Cabinet by no later than 5.00pm on Wednesday 20 November 2019.
